Description: At the end of the course, participants will be able to:
1. Elaborate a clear, concise and consistent, feasible and sustainable public health project proposal
2. Apply principles of people-centered health care, accountability, sustainability, human rights, gender equality, good governance, and community participation
3. Work effectively in a team, both as a team member and as team leader
Assessment Procedures: Each group produces a 15 page project proposal (group written exam, 75% of final mark). All groups also present and defend their proposal (group oral exam, 25%), each group participant should be able to answer a question of the panel.

Participants receive written feedback for the written and oral exam separately. During a plenary feedback session, issues flagged by examiners across all group exams are shared.
A group can request to inspect and discuss their exam with the course coordinator.

The final weighted average mark needs to be 5.5 or higher to pass the course. In addition, the written proposal itself requires a pass mark (6.0/10).The mark is a group mark. Each participant is required to substantially contribute to the written proposal (pass/fail). Each group has to specify their task division and individual attendance of group work is monitored (90% attendance required).
TropEd students are required to take the exam at the end of the course.

In case the final mark is a fail, only a resit of the group written exam is permitted (not of the group oral exam). The resit of the written exam will take the form of an oral exam to respond to the key weaknesses identified by the examiners.
Content: The following subjects are covered during the course:
● Health planning and programming, including principles of leaving no-one behind, people-centered health care, accountability, sustainability, human rights, gender equality and women’s empowerment, good governance, equitable partnerships and community participation
● Content aspects furthermore include:
o situation analysis
o problem analysis (problem tree)
o selection of priorities and formulation of objectives (nominal group technique)
o interventions, strategies, activities and timeframe
o monitoring, evaluation and learning (MEL) procedures (logical framework approach)
o institutional set-up
o GANTT chart
o a comprehensive budget
o risks and critical assumptions for success
o sustainability plan
● Working in teams, communication and group work, conflict management, feedback skills
Methods: This is a group simulation exercise:
● Participants work most of the time in their group of around eight people (around 56 hours). Participants rotate roles in leading the group sessions.
● Facilitators provide regular input on specific technical issues as well as on the group work and communication process (around 34 hours).
● A peer feedback system ensures reflection by the group members during the exercise.
● Apart from the plenary content sessions for specific input, facilitators are available by appointment and/or 'on demand' by the group.
Prerequisites: ● Bachelor’s degree or equivalent academic training in either medicine or another field related to health care, such as health sciences, health economics, social sciences, or nursing
● A minimum of three years of health-related work experience in health systems, not limited to (organisation of) individual patient care
● English proficiency at the level of TOEFL 5.5 or IELTS 6.5 (certificate is not required)
● Computer and internet literacy; the participant should be able to use a computer access to wifi networks, and working-level understanding of Microsoft Office software (e.g. Word, PowerPoint, Excel, and Adobe (PDF). Students will be introduced to the e-learning platform.
