Description:
At the end of the module, the student should be able to:
● Critically appraise the health financing system in low and middle-income countries (LMICs) context;
● Explain the fundamental economic principles and concepts relevant to health economics;
● Analyse specific features of markets for health care and markets for other goods and services and examine the potential for market failure in the health sector;
● Analyse different alternatives of revenue raising and purchasing for healthcare services. |

Assessment Procedures:
Students are required to participate at least 80% of the contact time (the class participation is not marked, but it is a prerequisite to be assessed). Assessment will be based on test and group exercise:
Individual examination (50%)
2-hour open book examination using multiple-choice questions and short essay questions. The questions cover topics related to health economics.
Group exercise (50%)
Students will work in groups of 3 to 5 people to prepare a group presentation. The course coordinator will assign each group a topic. Each group will search for information and prepare a 15-to 20-slide presentation covering the following content: (1) Review the current practice of the topic in your countries or developed countries; (2) Compare with the situation in Vietnam or other low and middle-income countries (LMICs); (3) Draw the lesson learnt and recommendations for LMICs. Examples of a topic are: raising revenue for health prevention/healthcare; defining and revising health benefits package; pros and cons of alternative provider payment methods, etc.
Each group will present their work in class within a maximum of 30 minutes and respond to other groups' and course facilitators' comments and discussions.
Students need to achieve the pass mark of 5.5 (according to The Vietnamese grading system, the mark is based on a 0 to 10 point scale). If students fail the individual examination, they will be offered a re-sit in the same format. If students fail the group exercise, they will be offered a re-sit in the form of an individual essay (also marked on a 0 to 10 point scale). This should be done within four weeks and will be reassessed by the course organizer. |

Content:
This module covers the following topics:
Part 1: Health economics
● Introduction to economics and health economics (4 hours)
● Macro-economics and health (4 hours)
● Micro-economics and application in healthcare (4 hours)
● Market failure in healthcare. Examples of market failure from the context of a developing country (4 hours)
Tutorial (2 hours) and individual examination (2 hours of assignment time)
Part 2: Health financing
● Introduction to health financing and three core functions of health financing. Universal health coverage (UHC) and the requirement of a health financing system toward UHC goals (4 hours)
● Overview of healthcare sources. Primary sources for healthcare in developing countries (3 hours)
● Introduction of health purchasing: defining health benefits package and provider payment methods (3 hours)
● Seminar 1: Vietnam Social Health Insurance: Current situation and challenges (2 hours)
● Seminar 2: Financial protection in Vietnam health system (2 hours)
Tutorial (2 hours); Group discussion and presentation (14 hours of assignment time) |

Methods:
Various methods are used, including lectures, seminars, group discussions, tutorials, individual work, and student presentations.
● Part 1 includes 16-hour lectures to introduce health economics and related issues and a 2-hour tutorial for revision and discussion.
At the end of Part 1, students are required to take a two-hour examination.
● Part 2 includes 10-hour lectures to introduce health financing and related issues; 2 seminars (2 hours each) to give an overview of health financing issues in the LMICs context; 2-hour tutorials for revision and discussion; Students will give presentations on a health financing topic (14 hours). |

Prerequisites:
English requirements: TOEFL 60- 78, or IELTS 6.0, or English native speaker, or completed higher education in English (with written proof). We also accept students from TropED core courses. |
